Moçambique: comunicado governamental
Quatro guardas prisionais afectos a cadeia distrital de Macanga, na província de Tete, torturaram até a morte um recluso que se tinha evadido daquele estabelecimento prisional no passado dia 9 de Fevereiro.
O recluso, de 27 anos de idade, que em vida respondia pelo nome de Fausto Félix Tembane, natural de Changara, encontrava-se naquela cadeia a cumprir uma pena de prisão de 14 meses, depois de ter sido condenado por crime de ofensas corporais qualificadas.
O finado foi recapturado no mesmo dia, nas proximidades da vila de Macanga, não tendo oferecido qualquer resistência, sendo por isso deplorável e condenável a actuação desproporcional dos guardas prisionais.
Os quatro guardas prisionais encontram-se detidos, estando neste momento a responderem disciplinar e criminalmente.
O Ministério da Justiça é intolerável e implacável a actuações degradantes e desumanas de guardas prisionais e outros agentes.
No passado, a Ministra da Justiça, Benvinda Levi, demitiu o director da BO depois deste ter pactuado com situações de torturas naquele estabelecimento prisional.

Uma proposta africana para a cadeira de Pedro
Cardinal Peter Kodwo Appiah Turkson, President of the Pontifical Council for Justice and Peace, Archbishop emeritus of Cape Coast (Ghana), was born on 11 October 1948 in Wassaw Nsuta, Ghana.
He was ordained for the Diocese of Cape Coast on 20 July 1975 and holds a doctorate in Sacred Scripture from the Pontifical Biblical Institute, Rome.
From 1975-1976 and 1980-1981 he served as staff member at St Theresa’s Minor Seminary, and from 1981-1987 as staff member at St Peter’s Major Seminary.
On 6 October 1992 he was appointed Archbishop of Cape Coast and was ordained on 27 March 1993.
He was President of the Ghana Catholic Bishops’ Conference (1997-2005) and member of the Pontifical Commission for Methodist-Catholic Dialogue; Chancellor of the Catholic University College of Ghana; member of the National Sustainable Development, Ministry of Environment; member of the Board of Directors of the Central Regional Development Committee and treasurer of the Symposium of Episcopal Conferences of Africa and Madagascar (SECAM).
Attended the Special Assembly for Africa of the Synod of Bishops, Vatican City, April 10 to May 8, 1994; the 9th Ordinary General Assembly of the World Synod of Bishops, Vatican City, October 2 to 29, 1994; the 11th Ordinary General Assembly of the Synod of Bishops, Vatican City, October 2 to 23, 2005 and the 12th Ordinary General Assembly of the Synod of Bishops, Vatican City, October 5 to 26, 2008. Depois de Ratzinger, a Igreja necessita de evoluir
A comunidade internacional de cidadãos católicos não pode continuar a ser chefiada, apenas, por papas europeus, uma vez que quase três quartos dos cristãos que há no Mundo são de fora da Europa. O próximo Conclave é uma oportunidade a não desperdiçar.
Num Mundo em profunda evolução, bastante diferente daquele que existia há 100 anos, no período colonial, antes de a África, a Índia e o Paquistão se terem tornado independentes, parece já não fazer muito sentido que os papas sejam apenas da Itália, da Polónia, da ou da França.
Se hoje em dia nas Américas já existem muito mais cristãos do que na Europa, e se na própria África Subsariana eles já são quase tantos como na Europa, não é curial que a chefia da Igreja Católica continue a ser um feudo de europeus.
Segundo destacou no seu número de Dezembro a revista Além-Mar, dos missionários combonianos, estamos perante um mapa em mudança, no qual o cristianismo se radicou nos cinco continentes e se moveu de Norte para Sul. Já não é mais uma coisa essencialmente europeia; mas sim um fenómeno que em dois terços é do resto do Mundo.
Os cristãos já não chegam hoje em dia a representar sequer 33 por cento da Humanidade; e onde eles estão é sobretudo nos Estados Unidos, no Brasil, no México, na Rússia, nas Filipinas, na Nigéria, na China e na República Democrática do Congo. Não é na Alemanha, na França, no Reino Unido ou na Itália.
O maior salto, nestes últimos 100 anos, foi na África a sul do Sara, que de 1,4 por cento passou para 23,6 por cento da Cristandade, fenómeno que a hierarquia da Igreja Católica de modo algum reflecte.
Enquanto no Colégio dos Cardeais a maioria dos elementos não forem das Américas, da África e da Ásia, a Igreja não se poderá afirmar inteiramente ecuménica, instituição que a todos os continentes trata por igual.
O peso excessivo de cardeais italianos e de outras nacionalidades europeias é um legado da História; uma sequela da ordem mundial que havia há 250 ou 300 anos; e de modo algum reflexo do que é a realidade no século XXI.
Recentemente, foram promovidos a cardeais alguns prelados de fora da Europa; mas são ainda muito poucos, proporcionalmente falando. Um Sacro Colégio digno desse nome terá de ter muito mais rostos das Américas, da África e da Ásia. E até mesmos os próprios papas não poderão continuar a ser exclusivamente cidadãos nascidos em terras europeias.
Agora, que o papado de Bento XVI chega ao fim, dada a idade avançada do antigo cardeal Ratzinger, é boa altura para se avivar o debate, começando a admitir que a médio prazo seja eleito para a chefia da Igreja Católica alguém da América do Norte, do Brasil, das Filipinas ou da África.
A globalização, fenómeno económico e financeiro, também se deverá fazer reflectir nas grandes instituições de índole religiosa. Sob pena de as mesmas ficarem anquilosadas, presas ao Passado. Jorge Heitor

Líbia: o futuro é ainda uma incógnita
(Tripoli)- Libya is still plagued by serious rights abuses, including arbitrary arrests, torture, and deaths in detention nearly a year-and-a-half after the overthrow of Muammar Gaddafi, Human Rights Watch said today at a news conference for its World Report 2013.
Libya's new government has made strong commitments to uphold human rights, and it now needs to take further steps to establish the rule of law after four decades of dictatorship and repression, Human Rights Watch said. Key priorities include getting all detainees out of militia hands and bringing them under state control and judicial review, building accountable security forces, and ending the long cycle of impunity by bringing to trial and punishing all those who commit the most serious crimes.
"Libya made notable advances over the past year, with elections and a new government that has committed itself to promote human rights," said Joe Stork, deputy Middle East and North Africa director at Human Rights Watch. "But authorities urgently need to address the huge challenges that remain to ensure that the Libya of the future is far better than the Libya of the past. Too many Libyans still suffer from abuses by the government and by militias that operate outside the law."
In its 665-page report, Human Rights Watch assessed progress on human rights during the past year in more than 90 countries, including an analysis of the aftermath of the Arab uprisings. The willingness of new governments to respect rights will determine whether the Arab uprisings give birth to genuine democracy or simply spawn authoritarianism in new clothes, Human Rights Watch said.

Mali: A Cruzada de François Hollande
BAMAKO/TIMBUKTU, Mali, Feb 1 (Reuters) - A French-led offensive against Islamists in Mali has led to civilian deaths from air strikes and ethnic reprisals by Malian troops, human rights groups said on Friday, a day before President Francois Hollande was due to visit the country.
Amnesty International and Human Rights Watch cited witness reports of extrajudicial killings by Malian government soldiers of dozens of civilians in the towns of Sevare and Konna. At least five civilians were killed in a helicopter attack on the first day of France's military intervention, Amnesty also said.
France has deployed more than 3,500 soldiers in a three-week campaign has wrested control of northern Mali towns from the al Qaeda-linked rebels and aims to prevent Islamist fighters from using Mali's desert north to launch attacks on African countries and the West.
"Neither the Malians nor the French took the required precautions to avoid hitting civilian targets," Gaetan Mootoo, Amnesty's lead researcher for West Africa, told a news conference in Bamako.
"We've asked France and authorities in Bamako to open an independent investigation."
The human rights groups said troops targeted light-skinned Arab and Tuareg ethnic groups associated with the rebels. The Malian army has denied any summary executions by its soldiers and the government in Bamako has publicly warned against such revenge killings.
Guiné Equatorial e o seu namoro à CPLP
Redacción Internacional, 1 feb (EFE).- El nuevo Secretario Ejecutivo de la Comunidad de los Países de Lengua Portuguesa (CPLP), Murade Isaac Miguigy Murargy, se encuentra en Guinea Ecuatorial para evaluar el cumplimiento de las recomendaciones para la adhesión de Malabo a dicho organismo.
La Oficina ecuatoguineana de Información y Prensa señala hoy en su web que el primer ministro de Guinea Ecuatorial, Vicente Ehate Tomi, y Miguigy, se han reunido para "evaluar el cumplimiento de las condiciones para que Guinea Ecuatorial pueda adherirse a la comunidad".
Miguigy, en unas breves declaraciones, ha adelantado que "no existe problema alguno para la adhesión de Guinea Ecuatorial", si bien ha reconocido la existencia de "pequeños detalles que faltan para cumplimentar el proceso de la integración. Guinea Ecuatorial está en condiciones para adherirse a la CPLP".
El pasado julio, Portugal expresó su oposición a que Guinea Ecuatorial ingresara en la comunidad de países lusófonos por la falta de respeto a los derechos humanos en la antigua colonia española.
El presidente de Gobierno de Guinea Ecuatorial, Teodoro Obiang, anunció el pasado julio la creación de una Comisión Nacional con la finalidad de acelerar la integración del país al grupo de la Comunidad de Países de Lengua Portuguesa (CPLP).
En julio de 2010, Obiang promulgó el decreto por el que se establecía el portugués como tercera lengua oficial de Guinea Ecuatorial porque "contribuiría al incremento de la cooperación en el contexto afro-ibérico y luso-hispánico de naciones".
Justificó la decisión porque el "idioma es el vehículo y vínculo de comunicación que une los pueblos desde el principio de la independencia de los estados".
Dos islas que integran Guinea Ecuatorial (Fernando Poo -hoy Bioko- y Annobón) formaron parte durante siglos del imperio portugués y fueron cedidas a España en 1778.
