technocrats to tackle the tough economic challenges ahead
With the
formalities of yesterday's presidential inauguration behind him, Field Marshal
Abdel Fatah Khalil el Sisi's key new challenge is to ensure
that he wins a solid majority in general elections due in September or October.
He also has to set the economy on a course towards higher growth and fiscal
sustainability. The new constitution, passed in January's referendum, dictates
the need for a secure parliamentary base. The President must obtain
parliamentary approval for his or her choice of Prime Minister, failing which
the largest party in Parliament nominates the head of government. The
constitution has also enshrined the separation of powers between executive and
legislature, although it states that neither the Prime Minister nor members of
the cabinet may be serving members of parliament.
