The eastern Libyan city of Benghazi was rocked by three loud explosions on Sunday, according to Reuters. “It was very loud and I saw the smoke,” resident Hassan Bakoush told Reuters by telephone, adding that he heard the blast at the court in the north of the city. “Some balconies of nearby buildings are damaged.” A security source told Reuters there were two more blasts – one near an office of the Justice Ministry and the other near a court in the south of the city. Al Arabiya’s correspondent reported that there was a lot of material damage to the ministry as well as to the surrounding residential buildings. He also said that tens were wounded in an explosion when a bomb planted under a parked car in front of a building near the court went off, adding that there was material damage to the building. The Muslim Brotherhood has announced that nationwide protests in support of deposed Egyptian President Mohammed Mursi would continue on Saturday and Sunday, following a day of mass rival demonstrations which turned deadly. Egypt’s health ministry on Saturday said at least 21 people were killed and 180 wounded in overnight clashes between security forces and supporters of deposed President Mohammed Mursi in Cairo. Earlier, the Brotherhood said at least 31 people were killed on Saturday when the security forces attacked a protest by Mursi supporters. The move to continue protesting defies the Egyptian army’s deadline which gives the Muslim Brotherhood until Saturday afternoon to sign up to the country’s military-backed process. On Friday, hundreds of thousands of pro- and anti-Mursi demonstrators took to the streets of several cities and towns across Egypt. "They are not shooting to wound, they are shooting to kill," Muslim Brotherhood spokesman Gehad El-Haddad told Reuters news agency, adding that demonstrators had been hit by gunshot in the head and chest. The Brotherhood said earlier at least 23 had died in the violence. At least 175 other people had been wounded with gunshot, he added. The toll could not immediately be verified. The casualties had all been taking part in the rally, he added. Meanwhile, at least seven people were killed when rival demonstrators clashed in the Mediterranean city of Alexandria, AFP news agency reported. Earlier on Saturday, Egyptian authorities announced they will bring pro-Mursi sit-in protests “to an end soon and in a legal manner”, interim Interior Minister Mohamed Ibrahim was quoted as saying by state-run news website al-Ahram. Ibrahim said the protests would be cleared in line with complaints filed by residents in the area, according to Reuters. Supporters of Mursi’s Muslim Brotherhood have been manning two main vigils in the capital for a month, demanding Mursi be reinstated after his July 3 overthrow by the army.

LONDON (Thomson Reuters Foundation) – Aid agencies have begun airlifting food by helicopter to tens of thousands of people displaced by escalating violence in the east of South Sudan, where many have spent weeks hiding in the bush. Fighting between the army, rebels and rival tribes has uprooted an estimated 100,000 people in the east of Jonglei state. Insecurity combined with heavy rains which have waterlogged roads are making it impossible for aid workers to reach most of the displaced. Some children are eating weeds to survive. “We believe these people need food now and cannot wait for much longer after hiding in the bush for weeks,” said Chris Nikoi, South Sudan country director for the United Nations World Food Programme (WFP). “We are sparing no effort to provide lifesaving assistance, but we need more food supplies in the country and more helicopters to take this food to those who most need it.” The WFP, which is sharing two helicopters with other aid agencies, has launched a $20 million appeal for three extra helicopters and over 3,600 tonnes of food to help 60,000 people for the rest of the year. Local politician David Yau Yau is leading a rebellion in Jonglei, and new clashes have broken out between rival Lou Nuer and Murle tribes. Western powers are worried the violence could escalate into civil war in South Sudan, which seceded from Sudan in 2011. Last week aid agencies managed to reach civilians in the Dorein and Labdab areas in Pibor County for the first time since March, when the latest violence erupted. “What I saw immediately was a lot of women and children looking really tired and really hungry,” said WFP spokesman George Fominyen, speaking from Pibor County. “One of the women I was talking to said she had gone nearly four months without a proper meal. She had three children and they were basically surviving on weeds and wild fruits.” HELICOPTERS Fominyen said aid agencies had only been able to reach about 30,000 displaced people, but the WFP estimates that about 60,000 are in desperate need of food. “We believe that they have already missed the planting season, and being uprooted from their homes means their livelihoods have been disrupted and they need urgent assistance,” he added. Fominyen said people he saw around Dorein were living in makeshift shelters cobbled together from straw and sticks. “This was in an area that the humanitarian community has been able to access so I can only imagine what the situation is for the people living in the bushes,” he added. Even before the upsurge in violence, Pibor County was suffering serious food insecurity. Murle communities are now resorting to extreme coping strategies, according to the U.N. news service IRIN. Families have started to eat female cattle which means they cannot replenish their stocks and will lose a source of milk.

Sudan's president has sacked his entire cabinet in what analysts have warned is the climax of a ruthless power struggle inside the ruling Sudan People's Liberation Movement that could turn into "a full-blown catastrophe". Those fired by Salva Kiir include his chief political rival, vice-president Riek Machar, and Pagan Amum, the SPLM's secretary-general and the country's senior negotiator in crucial oil and security talks with Sudan, who has also publicly criticised Kiir's leadership. The collapse of the government raised the prospect of escalating violence in the world's youngest country, which gained independence from Sudan two years ago this month. Kiir's popularity has suffered from a perceived failure to end high poverty rates, lack of infrastructure, internal repression, and widespread official corruption. With Kiir giving no indication when a new government may be formed, sources in the capital Juba suggested a prolonged standoff between the president and his opponents that could split the SPLM into two or more rival camps, raise tensions between the powerful Dinka and Nuer tribal groups, and wreck plans for elections in 2015. The UN and aid agencies warned last week that up to 120,000 people have been displaced by fighting between the army, rebels and rival tribes in eastern Jonglei state. South Sudan is also embroiled in several border disputes with Sudan and other neighbours. A Juba-based analyst who asked not to be identified said: "The international community must urgently ensure this crisis does not spiral into a full-blown catastrophe. They must appeal for calm and demand President Kiir respect the constitution and uphold democracy. "This is a crisis that has been looming for months, if not years. The international community – and particularly South Sudan's strongest backers in the US and Europe – have done a great disservice to the people of the new country by ignoring the signs, allowing the corruption, poor governance, and political repression at the root of yesterday's events go unchecked for so long. "[The crisis] threatens not just the country and its people, but also the fragile relationship between South Sudan and Sudan." Edmund Yakani of the independent Community Empowerment for Progress Organisation (Cepo) in Juba said Kiir's actions reflected deeper problems. "This is the indicator of a power struggle within the ruling party. No clear reason was given for the sackings, but analysts say Mr Kiir and Mr Machar have been embroiled in a power struggle for months. South Sudan has suffered from chronic economic problems since it split from Sudan in 2011. There was tight security outside ministry buildings on Wednesday, while radio broadcasts urged people to remain calm, the AFP news agency reports. Its stability has been hampered by lingering rows over territory and oil with its northern neighbour. Recently some of Mr Kiir's colleagues have hinted at discontent with his leadership. Local reports say Mr Kiir is battling to maintain control of the Sudan People's Liberation Movement (SPLM), the former rebel group that now runs the country. Mr Machar, who had been stripped of some of his powers in April, had hinted that he may stand against Mr Kiir for leadership of the SPLM before the next presidential election in 2015. Whether the sacking of the entire cabinet will succeed in calming the disquiet within South Sudan's political circles remains to be seen -there is also a real fear that this might further divide the country along ethnic lines. Jordan’s King Abdullah II visited Cairo briefly on Saturday in the first visit by a head of state to Egypt since its July 3 coup, state media reported. The monarch had been among the first leaders to congratulate Egyptians after the army overthrew Islamist president Mohamed Mursi following mass protests calling for him to resign. Abdullah, who faces challenges at home from Islamists, was met at the airport by military-backed interim prime minister Hazem al-Beblawi, the official MENA news agency reported. He left several hours later, an airport official said. Both Jordan and Egypt have been key mediators between Israel and the Palestinians, whom the United States says have agreed to lay the groundwork to resume peace negotiations. ASPEN, Colo., July 20 (Reuters) - - Radical Islamist rebels will gain sway over the many disparate factions opposing Syrian President Bashar al-Assad unless they are checked, and the country's civil war could last years, a top Pentagon intelligence official said on Saturday. David Shedd, the deputy director of the U.S. Defense Intelligence Agency, did not advocate any form of intervention by the United States or its allies, saying that was up to policymakers. But his bleak assessment of the dangers posed by the Islamist al-Nusra Front and al Qaeda's Iraq-based wing, as well as the prospects for a prolonged conflict, could bolster advocates of greater involvement by the United States and its allies. Addressing the Aspen Security Forum in Colorado, Shedd said he counted at least 1,200 groups in the opposition. He said many of the groups were preoccupied with strictly local grievances, like a lack of potable water in their villages. "Left unchecked, I'm very concerned that the most radical elements will take over larger segments" of the opposition groups, Shedd said, strongly hinting at the need for some kind of outside intervention. He said the conflict could drag on anywhere "from many, many months to multiple years," and that a prolonged stalemate could leave open parts of Syria to potential control by radical fighters. "They will not go home when it's over," Shedd said, envisioning one scenario where Assad retreats to an enclave and other parts of the country are up for grabs. "They will fight for that space, and they're there for the long haul." Shedd added he and the DIA never thought Assad's regime would fall quickly - comments that appeared to stand in contrast to predictions by U.S. officials a year ago that Assad's days were numbered. "DIA's position was that (Assad's fall) was no earlier than the start of this year. And it's obviously not happened," he said. ARMING THE REBELS U.S. plans to ship weapons to some rebels have been caught in a Washington impasse, after some members of Congress feared they would end up in the hands of Islamist militants. Asked whether he thought more secular opposition fighters should be strengthened, or whether more radical rebel groups need somehow to be confronted, Shedd said: "I think it's too simple to say it's one or the other." "Because it's the reality that left unchecked they will become bigger," he said, cautioning that the al-Nusra Front was gaining in strength and was "a case of serious concern." Rivalries have been growing between the Free Syrian Army(FSA) and Islamists, whose smaller but more effective forces control most of the rebel-held parts of northern Syria more than two years after pro-democracy protests became an uprising. The conflict has killed more than 100,000 people. The two sides previously fought together from time to time, but the Western and Arab-backed FSA, desperate for greater firepower, has tried to distance itself from the Islamists to allay U.S. fears any arms it might supply could reach al Qaeda. Shedd's comments came as FSA rebels vent frustration at what they see as the slow pace of Western support. Britain, for example, has abandoned plans to arm rebels. Shedd acknowledged identifying "good" versus "bad" rebels was very difficult. "But I think (it is) a challenge that is well worth pursuing," he said. Asked how the United States could avoid getting sucked into the conflict, Shedd said: "I believe relying on allies in the region is our best solution." "We know that a number of the Gulf states have great concerns with the Bashar al-Assad regime. El nuevo ministro heleno de Salud Antonis Yeoryiadis continúa 'haciendo amigos0 allá donde va. Sus ya habituales roces con los funcionarios del sector que lidera han vuelto a materializarse este viernes: el polémico político ha sido atacado por los trabajadores del Hospital Atiko de la capital helena, un centro a ser cerrado en los próximos meses si el gobierno decide aplicar su programa de ahorro a rajatabla. Yeoryiadis decidió realizar una de sus ya habituales 'visitar rutinarias' a los centros de salud del país y eligió precisamente ese señalado hospital. Esta vez los trabajadores le estaban esperando. Decenas de médicos, enfermeras y técnicos sanitarios se han congregado en la puerta del lugar. "Fascista" ha sido la palabra más repetida, en recuerdo del pasado del ministro como miembro del partido ultraderechista LAOS, hasta el pasado 2012 presente en el parlamento heleno. Poco antes los funcionarios le habían declarado persona 'non grata', toda una revelación de intenciones. Según la prensa helena varias personas se han abalanzado contra el político conservador, causándole golpes en la cara y heridas en el cuello, ninguna de ellas de gravedad. De hecho ha podido continuar la marcha y realizar la visita: "Es inconcebible que se intente prohibir a un ministro visitar un hospital que está bajo su supervisión y ejercer la violencia contra él", ha criticado el controvertido político tras marcharse del lugar. "Una minoría fascista no me va a impedir que cumpla con mi deber", ha añadido, subrayando no haber sido atemorizado por sus asaltantes. Esa decisión dio la vuelta al mundo y enfureció a las ONG del país. Poco después inició un programa de visitas sorpresa a los hospitales helenos con el objetivo de evaluar cómo funcionan y cuáles son sus presupuestos para decidir cuáles deben ser cerrados. Esa decisión provocó las iras de los profesionales del sector, demostrada en los incidentes de este viernes: "Si tengo que cerrar hospitales, lo haré", explicó entonces. Dicho y hecho: este jueves el ministro anunciaba que hasta seis hospitales de Atenas van a ser transformados en centros de salud como parte de los planes gubernamentales para reestructurar el sector. Ese programa incluye traspasar a otro lugar a cualquier funcionario cuyo trabajo no sea necesario en los nuevos organigramas. Menos personas trabajarían, en un principio, en los centros de salud. Yeoryiadis espera buscar acomodo a todos ellos. Así lo expresó antes de la votación parlamentaria del jueves que aprobó el despido de 15.000 funcionarios en el próximo año y medio. Esas reformas se producen en un momento crítico para la el sistema de salud pública del país. Numerosos hospitales aseguran haberse quedado sin fondos. El mayor seguro público de salud, EOPYY, tampoco puede pagar sus servicios al tener una deuda superior a los 1.000 millones de euros. Hasta 610 camas han desaparecido en los hospitales helenos en los tres primeros meses de 2013, según datos del propio ministerio. Hospitales como el de Samos han llegado a denunciar la falta de botellas de oxígeno. Esos problemas se han notado especialmente en los recursos disponibles para prevenir enfermedades. Pirataria no Golfo da Guiné

The Gulf of Guinea, which extends from Cape Lopez, Gabon, to Cape Palmas in Liberia, has become one of the pre-eminent piracy hotspots in the world. In 2012, the region accounted for the highest number of maritime attacks globally, surpassing East Africa's coastal waters, which were long regarded as the most dangerous for both private and commercial seafarers. Initially confined to the waterways and estuaries of Nigeria's oil-rich Niger Delta region, which had been the focal point of a near decade-long insurgency against the Nigerian federal government, maritime attacks by Niger Delta-based pirates are now increasing in both frequency and scope across the Gulf of Guinea. Of particular concern is the way in which maritime crime has evolved from oil siphoning and bunkering to increasingly well-coordinated and often violent attacks targeting commercial shipping vessels and their crew. Piracy and the conflict in the Niger Delta Much of the piracy in the Gulf of Guinea can be explained in terms of the security situation within the restive Niger Delta region. Despite possessing lucrative oil reserves which generate over 80% of the federal government's revenue, the Niger Delta continues to be plagued by extreme levels of poverty, a high unemployment rate and bureaucratic corruption. Furthermore, the environmental damage caused by the oil industry has adversely affected the region's once lucrative fishing and agricultural industries, thus limiting legitimate options for local youths to enter the economy. The aforementioned grievances, in addition to the federal government's alleged inaction in addressing these concerns, incited an armed revolt within the Niger Delta in the early 2000s. From 2003, armed groups in this region actively sought to control regional petroleum resources. Initial attempts to gain control involved a process known as bunkering, where an oil pipeline is tapped and the oil extracted onto a barge. However, as the Niger Delta insurgency peaked from 2006 to 2009, various criminal and militant groups emerged and regularly engaged in conflict for control of territory. In the resultant scramble for financial resources, the region began to experience an increase in attacks on ships carrying oil and other cargo, attacks on fishing boats, and kidnappings. As kidnappings and acts of sabotage became more frequent, oil companies began to increase security at their onshore points of operation. Insurgents and criminals quickly adapted to these actions and increasingly extended their activities to offshore facilities including oil platforms, rigs and shipping vessels. Their ventures, particularly in the absence of an effective response from regional and/or international maritime authorities, have been relatively successful and piracy continues to proliferate in the Gulf of Guinea. However, although previously carried out by organised militant groups – many of whom have since laid down their arms in exchange for amnesty from the government – most acts of piracy within the Gulf of Guinea are now perpetrated purely by criminal entities for financial purposes. The low risk but high yield nature of piracy operations within the region has provided armed gangs with further incentive to engage in maritime attacks. Daily pirate attacks It is difficult to assess the current rate of piracy within the Gulf of Guinea, particularly since a large percentage of incidents go unreported. Current statistics provided by the government suggest that at least 15 cases of piracy are reported in the Niger Delta alone on a monthly basis. The International Maritime Organization (IMO) meanwhile suggests that the frequency of pirate attacks in the Gulf of Guinea is around 50 per year, although the UN-sponsored agency concedes that its statistics most likely equate for only 50% of actual piracy attacks. Finally, independent maritime security agencies operating within the region currently estimate that at least one act of piracy is reported within the Gulf of Guinea on a daily basis, and that current incident trends indicate that the number could increase to two per day. In addition to the increasing frequency in piracy attacks within the Gulf of Guinea, pirates are also expanding the scope of their operations. Since 2006, piracy has rapidly expanded beyond the Niger Delta and increasingly occurred within the territorial waters of neighbouring countries such as Benin, Cameroon, the Ivory Coast, Ghana, Guinea, Togo and Gabon. Maritime attacks within the aforementioned countries were generally opportunistic and limited to low-level robberies, while vessel hijackings remained limited to waters off the coast of Nigeria. Since late 2011, however, this trend has changed, with vessel seizures also reported off the coasts of Benin, Equatorial Guinea, Togo and Ivory Coast. It is likely that this pattern will continue in the short-term in the absence of coordinated multilateral anti-piracy initiatives. Red 24

The indictment alleges that on June 20, 2013, while he was working for the U.S. Mission in Colombia, Special Agent Watson entered a taxi cab operated by one of the defendants. Special Agent Watson was then allegedly attacked by two other defendants – one who stunned Special Agent Watson with a stun gun and another who stabbed Special Agent Watson with a knife, resulting in his death. Parceria estratégica entre Espanha e Marrocos

Mandela: 95 anos de uma vida exemplar

Nelson Rolihlahla Mandela faz na quinta-feira 95 anos e o mundo está com ele, porque ele é o que de melhor há no mundo, mesmo quando está doente e há longas semanas se teme que a sua vida esteja a chegar ao fim. Mandela é o mais importante líder moral da Humanidade desde Mahatma Gandhi, que por acaso também se encontra associado à África do Sul. São dois marcos enormes deste último século. Como Presidente do Congresso Nacional Africano (ANC) e líder espiritual do movimento de combate ao apartheid Mandela contribuiu em grande escala para que a África do Sul passasse a ser governada por elementos da sua maioria negra, que antes dele viviam ostracizados, relegados para segundo plano dentro da própria Pátria. Em todo o Mundo, Madiba é referenciado como uma força extraordinária na luta pelos direitos humanos e pela igualdade racial; mas também como aquele que soube perdoar, não guardando qualquer rancor aos que o tinham perseguido e enviado longos anos para a cadeia. Foi um "Longo Caminho para a Liberdade", como muito apropriadamente se chama a sua autobiografia, e coroou-o com o desapego que demonstrou pelo poder, limitando-se a um simples mandato de cinco anos, ao contrário do que fazem outros, que às vezes já com bem mais de 80 anos ainda continuam a insistir que querem ser reeleitos e permanecer nos seus cargos. Rolihlahla, "o que arranca o ramo de uma árvore", mas também "o que agita as águas", "o perturbador", nasceu no dia 18 de Julho de 1918 em Mvezo, pequena aldeia nas margens do rio Mbashe, no distrito de Umtata, no Transkei; ou seja hoje em dia no Cabo Oriental. No ano em que nasceu terminou a II Guerra Mundial; e uma delegação do ANC foi à Conferência de Paz de Versalhes, na França, apresentar as reivindicações dos negros sul-africanos. O filho do chefe Gadla Henry Mphakanyiswa teve uma infância moldada pela tradição, pelos rituais e os tabus, num ambiente em que os pequenos negros viam os brancos quase como deuses, aqueles que decidiam do destino de toda a gente. Mas mais tarde foi-se consciencializando de que nenhum homem deveria ser Deus, fosse ele branco, negro ou amarelo. Os homens eram todos iguais e deveriam ter as mesmas oportunidades. Um curso de Direito Muito apropriadamente, Mandela tirou um curso de Direito, pois desde a adolescência o que ele queria era um mundo mais justo. E em 1952 abriu um escritório de advocacia com Oliver Tambo, o primeiro escritório de advogados negros na cidade de Joanesburgo. James Moroka, Yusuf Dado, Patrick Moloa e Robert Resha foram alguns dos seus companheiros nos primeiros anos em que sofreu as perseguições do regime do apartheid, nomeadamente quando em 1956 era conduzido de Joanesburgo para Pretória a fim de ser julgado. Mas também havia brancos que se davam com ele, como Ruth First, que em Maputo viria a ser muitos anos mais tarde directora adjunta do Centro de Estudos Africanos da Universidade Eduardo Mondlane, até ser vítima de uma carta armadilhada enviada pela polícia sul-africana. Depois, com o andar dos anos, o próprio Presidente Frederik de Klerk compreendeu que não era possível mantê-lo na cadeia por mais tempo, uma vez que ele era o símbolo de toda uma Nação; era a pedra essencial para a Verdade e a Reconciliação. Madiba foi isso mesmo. Foi a Voz, a Verdade e a Reconciliação do povo sul-africano, que graças a ele conseguiu aguentar os primeiros 19 anos de convivência racial e igualdade de direitos muito melhor do que muita gente imaginava. Estes 19 anos decorridos desde que Nelson Mandela foi eleito Presidente da África do Sul dificilmente teriam podido decorrer de uma forma tão pacífica sem o bom senso de Madiba, que sempre soube evitar os exageros e perceber que não era apenas em duas décadas que se iria virar tudo do avesso e construir um país totalmente diferente do que ele era ainda aqui há 30 ou 40 anos. Claro que ainda há muita injustiça, muita desigualdade social, muita coisa por corrigir. Mas esse é o trabalho para as próximas gerações; para os sucessores de Thabo Mbeki e de Jacob Zuma; para os homens e mulheres que vierem a dirigir a nação do arco-íris daqui a seis, 12, 20 anos. Ramos Horta sossobrou perante António Indjai?

OPINIÃO "Em tempos, a nomeação do Nobel da Paz, José Ramos Horta (JRH) como Representante Especial do Secretario Geral das NU (RESG-NU) para a Guiné-Bissau, suscitou nos guineenses uma onda de esperança, crendo piamente de que, a crise que se instalou na Guiné-Bissau, iria encontrar inevitavelmente uma saída pragmática e durável com o aporte de um tão grande capital humano dotado de uma sumidade de experiências governativa e de exercício de poderes institucionais . Esses pressupostos de esperança assentavam indubitavelmente no curriculum que aureolavam o Nobel nomeado e, particularmente, de ter sido Presidente com sucessos realizados de novel pais, Timor Lorosae, considerado como um modelo de resgate no quadro das Nações emergentes. Efetivamente, eram validas e defensáveis esses pressupostos de esperança à luz do que se pensava e se avaliava da pessoa enquanto estadista, cujas valências e pragmatismos expostos nas suas ações poderiam ser aplicadas pragmaticamente, com vista a uma saída para a crise guineense dentro de um quadro modelarmente democrático que se assente fundamentalmente nos princípios básicos do respeito dos direitos fundamentais do cidadão guineense na escolha livre e democrática dos seus dirigentes. No entanto, essa simpatia e onda de esperança cedo se esmoreceu e, hoje, pode-se dizer que esse élan, se perdeu de forma inequívoca devido às errâncias, amadorismo e até um certo "naifiismo" politico-pedagógico" com que o Nobel Representante do SG-NU para a Guiné-Bissau tem estado a conduzir o processo de uma possível saída de crise da situação politico militar vigente. JRH sabe mais do que ninguém de que não esta a lidar com meninos de coro, tanto sejam eles do campo político ou militar. Ele sabe, que esta perante pessoas calejadas e versadas em ações antidemocráticas, subversões militares, assassinatos e recorrentes golpes de estado, ciosos e consciente de que, as suas ações sempre encontrarão refugio no escudo da impunidade subjacentemente enraizada nas suas mentes de pérfidos. JRH sabe que a elite politico militar que atualmente desgoverna e desmanda na Guiné-Bissau é constituída por pessoas sem idoneidade moral e politica, sem credibilidade e sem seriedade governativa e gestão da coisa publica. Sabe JRH de que a cúpula politica e, principalmente a elite militar, hoje reinante em Bissau esta envolvida em atividades marginais e ações ligadas ao crime organizado, tais como assassinatos sumários, trafico de droga, contrabando de armas e cumplicidade em atentados contra Estados estrangeiros. Sabe JRH que, essa cúpula militar com que hoje convive, e até bajula, esta envolvida em atentados contra a democracia, os direitos humanos e até crimes de sangue recentes, sem que, para tal sejam responsabilizados ou traduzidos à justiça, porque eles é que são os verdadeiros detentores do poder na Guiné-Bissau. Estamos ciente de que, JRH de tudo isso sabe, mas prefere olhar para o lado, ir assobiando como se esses "pecados" não assomam à sua vista e responsabilidade. JRH sabe tudo isso, mas teima pateticamente continuar a fingir de que não sabe ou que não deu conta, continuam a advogar cinicamente de que, essas pessoas são na "verdade vitimas do sistema" e podem e devem ser recuperáveis na sociedade. JRH vai até ao desplante de vezes sem conta repetir publica e cinicamente comovido de que, "até compreende a atitude desses militares" !! Compreender o quê, Sr José Ramos Horta ? Na verdade, JRH incompreensivelmente compreende-os e até tornou-se amigo pessoal e visita assídua da casa e dos domínios do General António Indjai, não perdendo nunca a oportunidade de junto dele, postar a defesa das suas causas pleiteando denuncias carregadas de compaixão, sobre as condições "imundas e degradantes" onde esses energúmenos inimigos do povo, seus ilustres camaradas vivem. Simplesmente patético e constrangedor. E bom que, JRH saiba que, por seu lado, o Povo Guineense esperava dele, uma outra postura e posicionamento que trouxesse mais valias e soluções para a crise que assola a década e meia o martirizado povo da Guiné-Bissau. Esperava-se mais dele, pois o Povo pensava que JRH, era um profundo conhecedor das causas, dos males e dos protagonistas que estão na génese dos problemas que assolam a Guiné-Bissau nestes últimos 15 anos de permanente perturbação militar da jovem democracia guineense. Pensava-se, mas concluíram, de que estavam enganados. O Povo da Guiné-Bissau, já de si concluiu de que, JRH foi uma ma aposta, uma escolha errada, enfim de que, foi um fiasco, uma desilusão em toda a linha, pois em vez de defender os interesse e os anseios democráticos do Povo Guineense anda a reboque e sob amedronta do regime político-militar golpista de Bissau. Assim, entendemos que, é bom, que se faça saber ao Sr. JRH de que, a Guiné-Bissau não precisa de um Comissario Politico nem de um Catecista do Populismo, pois tal, é o papel patético que vem desempenhando de uns tempos a esta parte no cenário político-militar da crise guineense. Hoje, JRH é, à vista da opinião do Povo guineense, um elemento marioneta nas mãos dos militares e da classe politica intriguista que se apoderou do poder na Guiné-Bissau. Alias essa sua cumplicidade esta patente nas diversas ações de advocacia publica que tem feito a favor desse regime de bandidos, enquanto a barbarie, a repressão e ações criminosas estão sendo cometidas diariamente e à luz do dia debaixo das suas barbas..., sem nada fazer, sem nunca reagir e, muito menos reportar a quem de direito. E triste e vergonhoso o papel que JRH esta a desempenhar neste momento na Guiné-Bissau enquanto RESG-NU. E triste ver um antigo Nobel da Paz e Presidente de um pais de referência, deixar-se embrulhar infantilmente em demagogias baratas, deixar-se perder penosamente num processo que a partida parecia ao seu alcance, mas que, infelizmente parece não estar à altura de pilotar e nem parece ter soluções para apresentar. JRH, de errância em errância, de falhas em falhas, vai-se perdendo no atoleiro guineense e, hoje por hoje, é certo de que, ele não tem credibilidade e tão pouco argumentos convincentes para apresentar no atual cenário político-militar, demostrando a sua inoperância e ineficácia, factos confessos de que, foi ultrapassado e submergido por completo pelos acontecimentos na Guiné-Bissau. Outro sinal inequívoco do seu descrédito na condução do atual processo guineense, já foi igualmente dado pelas NU, pois sente-se nessa instância de que houve efetivamente um erro de "casting" sobre a escolha da sua pessoa para mediar o processo da crise guineense. Esse fato é tão evidente, que o próprio Secretario Geral das Nações Unidas, Sr Ban Ki-moon, anunciou recentemente a nomeação para breve de um seu novo Representante Especial para a Guiné-Bissau a fim de "coadjuvar" JRH. Esse novo RESG-NU seria encarregue, dos Assuntos Políticos... enfim uma vertente da crise onde JRH tem sido um autêntico fracasso. Essa coadjuvação, não deixa de constituir um sinal forte de que, JRH não cumpriu com a sua missão na Guiné-Bissau e que, as suas ações de "comissario politico" e de "catequista", não foram devidamente apreciadas, pois redundaram num total fracasso. Inequivocamente, trata-se de um sinal de desconforto das NU para com as ações de JRH na Guiné-Bissau, signo de que, ele já se encontra aos papeis na gestão da crise guineense. Porém, daqui até novembro, resta ao Sr. JRH fazer uma analise intro e retroespectiva das suas ações no cenário da crise guineense até a presente data e, quiçá tentar arredar caminho e ganhar coragem para apresentar e propor aos que o mandataram soluções realistas e, acima de tudo pragmáticas e coerentes com a realidade que vem inquinando o processo democrático guineense à longos anos...enfim, ganhar a hombridade e coragem de dizer ao Sr SGNU de que : O regime politico de iniciativa militar que reina na Guiné-Bissau não tem credibilidade nem seriedade para gerir o processo de transição na Guiné-Bissau. Enfim, de que, sem a implementação pelas NU de um modelo de tutela idêntico ao que foi instituído com sucesso no seu pais, nada mudara..., tudo continuara na mesma, senão, para pior, e como tal, tudo tendera para o caos e a sucumbência da Guiné-Bissau enquanto Estado. Militares guineenses foi quem contactou Ramos-Horta

O Comando Militar na Guiné-Bissau telefonou ao presidente de Timor-Leste a pedir-lhe para mediar a crise no país, informou em Díli aos jornalistas José Ramos-Horta, que disse ter aceitado sob condições o convite. O chefe de Estado timorense, que se encontra em fim de mandato, ofereceu-se no sábado para mediar, no quadro da Comunidade dos Países de Língua Portuguesa (CPLP), a crise na Guiné-Bissau, onde na quinta-feira um golpe militar depôs o Presidente interino, Raimundo Pereira, e o primeiro-ministro, Carlos Gomes Júnior, ambos em parte incerta desde então. "Fui contactado diretamente pelas autoridades militares da Guiné-Bissau, o porta-voz da junta militar, se assim se pode chamar, manifestando da parte deles desejo que eu me desloque à Guiné-Bissau para facilitar o diálogo", afirmou José Ramos-Horta, que disse estar "disponível" desde que seja no quadro da CPLP. "Mas quero, sobretudo, frisar que a condição 'sine qua non' para qualquer diálogo, seja dirigida por mim ou outro mediador da CPLP, tem de ser a libertação do senhor primeiro-ministro, Carlos Gomes Júnior, e de todos os outros que estejam detidos", salientou. José Ramos-Horta quer também garantias de que os detidos não estão a sofrer "quaisquer sevícias, quaisquer atos de violência física ou psicológica, porque não há a mais pequena razão para a sua detenção". "Estes seriam os primeiros gestos indispensáveis que a junta militar tem de fazer para que da parte da CPLP possa vir alguma vontade de querer contribuir para o desenlace da situação que foi criada por uma ação militar, no meio do quadro eleitoral", afirmou. "Faço um apelo aos meus amigos na Guiné-Bissau, faço um apelo aos militares para que libertem de imediato todos os que foram detidos nesses dias para que possa haver o mínimo de condições para que a comunidade internacional e a CPLP possam de alguma forma ajudar no diálogo", disse. A Guiné-Bissau está controlada desde quinta-feira por um Comando Militar, que desencadeou um golpe de estado na véspera da campanha eleitoral para a segunda volta das eleições presidenciais, disputadas pelo primeiro-ministro, Carlos Gomes Júnior, e Kumba Ialá, que no entanto se recusa a participar na votação. Um Conselho Nacional de Transição foi criado no domingo pelos partidos de oposição, numa reunião em que o PAIGC, partido no poder, não participou. Les autorités bissau-guinéennes sont déterminées à travailler main dans la main avec celles du Sénégal pour un retour définitif de la paix en Casamance, a assuré le préfet de Sao-Domingos, Rui Dacosta, samedi à Mpack, un village du département de Ziguinchor (sud-ouest) situé à la frontière avec la Guinée Bissau. « Encore je voudrais vous réaffirmer notre détermination à travailler main dans la main pour trouver une paix définitive en Casamance et en Afrique », a-t-il lancé au gouverneur de Ziguinchor, à l’occasion de la cérémonie officielle de remise des ex-otages aux autorités sénégalaises, par celles de la Guinée-Bissau. C’est aux environs de 12h57 mn que les neuf démineurs sont arrivés à Mpack, accompagnés d’une délégation conduite par le préfet de la localité bissau-guinéenne de Sao-Domingos, Rui Dacosta. Sur place, ils ont été accueillis par une délégation officielle dirigée par le gouverneur de la région de Ziguinchor, Cheikh Tidiane Dieng, comprenant notamment Robert Sagna, président du Comité de réflexion pour la paix en Casamance. Les retrouvailles entre les ex-otages, qui ont passé plus de deux mois en captivité, et leurs familles se sont déroulées dans une ambiance empreinte d’émotion. Le préfet de Sao-Domingos a, dans son allocution, mis en exergue la volonté des autorités de son pays d'oeuvrer au retour de la paix dans la partie méridionale du Sénégal, secouée par un conflit lié à la rébellion du Mouvement des forces démocratiques de la Casamance (MFDC). « Je voudrais, au nom du gouvernement de la Guinée-Bissau, réaffirmer notre détermination de travailler ensemble avec le gouvernement du Sénégal pour trouver une paix définitive » en Casamance, a souligné le préfet de Sao-Domingos. « J’ai toujours dit que le voisinage ne s’inventait pas. C’est une chose naturelle. Donc, si ton voisin a un problème, c’est aussi ton problème. Aujourd’hui, nous sommes là, parce qu’il y a une relation de confiance entre l’Etat du Sénégal et l’Etat de la Guinée-Bissau », a-t-il expliqué. Il a souligné que le gouvernement de son pays souhaitait s’impliquer dans la résolution de la crise en Casamance, à travers les organisations non gouvernementales. Il en a profité pour remercier l’ONG "Mom Ku Mom" (Main dans la main, en créole bissau-guinéen), qui a facilité la libération des ex-otages. « [...] on ne peut pas, en de pareilles occasions, croiser les bras et dire que ce n’est pas notre problème, mais c’est un problème du Sénégal. C’est notre problème à tous. Heureusement que la preuve est là », a-t-il encore affirmé. Robert Sagna, le président du Comité de réflexion pour la paix en Casamance, a remercié les autorités bissau-guinéennes, partie garante dans le conflit casamançais, mais aussi les autorités sénégalaises, l’ONG "Mom Ku Mom", les dignitaires religieux et coutumiers et les organisations de femmes. M. Sagna, ancien maire de Ziguinchor, a aussi remercié César Atoute Badiate, chef militaire du MFDC, soulignant que « c’est un homme de paix », toujours déterminé et engagé pour un retour de la paix autour d’une table de négociations. Selon lui, il appartient au MFDC de saisir au bond l’appel lancé par le président Macky Sall dès son accession au pouvoir, pour que la crise casamançaise soit réglée autour d’une table de négociations. Le gouverneur de la région de Ziguinchor, Cheikh Tidiane Dieng, a salué l’ouverture d’esprit de César Atoute Badiate qui, selon lui, a permis la libération des 12 ex-otages travaillant pour l’opérateur sud-africain Mechem. agents du Bureau des investigations criminelles et des stupéfiants (Bics) de la Direction du renseignement et des enquêtes douanières ont saisi, le lundi 8 juillet dernier, de l’or présenté en bijoux emballés dans 4 sachets en plastique scotchés, d’un poids net total de 1613 grammes, sur deux ressortissants bissau-guinéens et diverses marchandises frauduleuses à Saint-Louis et Kébémer. Dans le communiqué parvenu à notre rédaction, il est indiqué que les contrevenants ont été immédiatement conduits au siège du Bics pour un interrogatoire qui a révélé «que l’or provenant de la Guinée-Bissau a été introduit en contrebande dans le territoire douanier sénégalais par la voie terrestre». Placés en garde à vue, les deux délinquants ont finalement opté pour un règlement transactionnel pour un montant global de 21 millions de francs CFA soit 11 millions de francs CFA au titre des droits et taxes d’entrée et 10 millions de francs CFA au titre de l’amende. Parallèlement à cette opération, la Brigade fluviale des Douanes de Saint-Louis a, de son côté, saisi, jeudi, à 200 m du littoral en face de Guet-Ndar, diverses marchandises frauduleuses. Il s’agit de 127 bidons d’huile de 20 litres, 8 sacs de sucre, 58 gros paquets de cigarettes et 36 cartons de détergent (de marque Soklin). Nos autres vaillants gabelous de Kébémer n’ont pas aussi voulu être en reste car, le vendredi 5 juillet dernier, ils ont mis la main sur une voiture berline qui transportait 30 cartons de 20 paquets de piles électriques contrefaites. JULY 9 (WASHINGTON) - Michele M. Leonhart, the Administrator of the U.S. Drug Enforcement Administration (“DEA”), Preet Bharara, Loretta E. Lynch, and Wilfredo A. Ferrer – the United States Attorneys for the Southern District of New York (“SDNY”), Eastern District of New York (“EDNY”), and Southern District of Florida (“SDFL”), respectively – James Dinkins, the Executive Assistant Director of the U.S. Immigration and Customs Enforcement’s (“ICE”) Homeland Security Investigations (“HSI”), and Raymond W. Kelly, the Police Commissioner of the City of New York (“NYPD”), announced today the extradition of DANIEL Barrera Barrera, also known as “Loco,” a citizen of Colombia, to the U.S. on charges that for decades he manufactured hundreds of tons of cocaine annually in Colombia and trafficked it to various parts of the world, including the U.S., and laundered tens of millions of dollars in proceeds from that narcotics trafficking activity. Barrera arrived in the Southern District of New York this afternoon. He will be presented and arraigned in the Southern District of New York before U.S. District Judge Alvin K. Hellerstein on July 10, 2013, at 11:00 a.m., and in the Eastern District of New York before U.S. District Judge I. Leo Glasser on July 11, 2013, at 3:30 p.m. Following his prosecution in New York, Barrera will be presented and arraigned in the Southern District of Florida. In March 2010, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated Barrera as a “Special Designated Narcotics Trafficker,” pursuant to the Foreign Narcotics Kingpin Designation Act. Barrera was arrested in Venezuela on September 18, 2012. Thereafter, he was sent to Colombia, from where the U.S. sought Barrera’s extradition. The extradition of Barrera is the result of an ongoing Organized Crime Drug Enforcement Task Forces (OCDETF) investigation led by DEA and HSI. The principal mission of the OCDETF program is to identify, disrupt and dismantle the most serious drug trafficking, weapons trafficking and money laundering organizations, and those primarily responsible for the nation’s illegal drug supply. DEA Administrator Michele M. Leonhart said: “Daniel Barrera allegedly worked with both the FARC and AUC terrorist organizations in operating his drug trafficking syndicate, becoming one of the most prolific drug traffickers of the past twenty years. Charged with manufacturing upwards of 400 tons of cocaine a year, Barrera’s alleged impact on the global trade of cocaine was immense – but so was DEA’s response. Barrera’s extradition is a milestone, and we’re indebted to the detectives, agents, and prosecutors who’ve made it possible.” As alleged in the Superseding Indictment filed in the Southern District of New York (S1 07 Cr. 862 (AKH)), the Superseding Indictment filed in the Eastern District of New York (S2 10 Cr. 288 (ILG)), the Superseding Indictment filed in the Southern District of Florida (S1 10 Cr. 20587 (DLG)), other documents filed in these cases, and information in the public record: Since 1998, Barrera has run a cocaine manufacturing and trafficking syndicate which each month processed approximately 30,000 kilograms of raw cocaine base into about the same amount of cocaine powder – in total, up to approximately 400 tons of cocaine annually. Barrera purchased the raw cocaine base or paste from the designated terrorist group Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia, or the “FARC”), which has been the world’s largest supplier of cocaine and which has engaged in bombings, massacres, kidnappings, and other acts of violence within Colombia. Barrera converted the raw cocaine into powder at laboratories he owned and operated in an area of Colombia controlled by the since demobilized terrorist group, Autodefensas Unidas de Colombia (the “AUC”). For years, the AUC’s main political objective was to defeat the FARC in armed conflict, and it financed its terrorist activities through the proceeds of cocaine trafficking in AUC-controlled regions of Colombia. Although Barrera purchased raw materials for cocaine production from the FARC, he was able to maintain his network of cocaine-processing laboratories in AUC-controlled territory, in part by paying monthly “taxes” to the AUC. The fees Barrera paid to the AUC also allowed him to safely move the processed cocaine through and out of Colombia, into locations on four continents – including into the U.S. Barrera reaped tens of millions of dollars of profits from cocaine trafficking, which he laundered through illicit means. The FARC and the AUC are both designated by the U.S. Department of State as Foreign Terrorist Organizations. Barrera, 44, is charged in the Southern District of New York with one count of conspiring to distribute and manufacture cocaine knowing it would be unlawfully imported into the U.S. On that count, Barrera faces a maximum sentence of life in prison and a mandatory minimum sentence of 10 years in prison. Barrera is charged in the Eastern District of New York with one count of conspiracy to launder money. On that count, Barrera faces a maximum sentence of 20 years in prison. Barrera is charged in the Southern District of Florida with one count of conspiring to import cocaine into the U.S. and one count of conspiring to manufacture and distribute cocaine knowing that it would be unlawfully imported into the U.S. On those counts, Barrera faces a maximum sentence of life in prison and a mandatory minimum sentence of 10 years in prison. Mr. Bharara, Ms. Lynch, and Mr. Ferrer praised the outstanding work of the OCDETF, working in cooperation with HSI New York’s El Dorado Task Force, the DEA’s Bogota Country Office, the DEA’s Caracas Country Office, the DEA’s Miami Field Division, the DEA’s New York Drug Enforcement Task Force – which is comprised of agents and officers of the DEA, the New York City Police Department, and the New York State Police – as well as HSI Bogota. Mr. Bharara, Ms. Lynch, and Mr. Ferrer also thanked the Colombian National Police, the U.S. Marshals Service, and the U.S. Department of Justice’s Office of International Affairs for their ongoing assistance. South Africa's former African National Congress Youth League leader, Julius Malema, has launched a political group called the Economic Freedom Fighters. Mr Malema, who was expelled from the governing ANC in 2012, said the EFF wanted the redistribution of farm land and the nationalisation of the mines. "We will share, black and white. But failure to share means you will be forced to share," he said. He described his movement's ideology as "anti-capitalist". Wearing a red beret inscribed with "Commander In Chief EFF", Mr Malema told journalists in Johannesburg that the EFF was "inspired by people's suffering on the ground", the South African Press Association quotes him as saying. "We all belong here, but we all have to show proof that we belong here," he said. There is no doubt that South Africa is experiencing what some may call a "winter of discontent". A few weeks ago Mamphela Ramphele launched another party, Agang, also with the intention of unseating the ANC. Mr Malema insists that he will not join with Agang or indeed the official opposition Democratic Alliance. He will certainly bring with him some of those disillusioned youth from the weakened ANC Youth League but he will need to work much harder to convince South Africans that his policy of nationalisation is the future of the most powerful economy in Africa. "Black people have nothing to show. Therefore we must give them something to show so they can say proudly: This is our land, this is our country." Once a close ally of President Jacob Zuma, Mr Malema has become one of his strongest critics and campaigned for his removal from office at the ANC's national conference in December 2012. He has accused the president of not doing enough to help the poor black voters who had helped to elect him. According to South Africa's Mail and Guardian newspaper, he did not commit to contesting next year's elections, saying such things would be decided at the organisation's national assembly to be held at the end of July. Analysts say that increasing numbers of South Africans are losing faith in the ANC, which has dominated the country since 1994, accusing it of corruption and failing to improve the lives of ordinary people. South Africa is the continent's biggest economy, largely based on its mineral wealth, but it has experienced sluggish growth in recent years. Last month, another new party, Agang, was formed by Mamphela Ramphele, the former partner of black consciousness leader, Steve Biko. However, Mr Malema said he would not work with either Agang or the official opposition, the Democratic Alliance.

Exército egípcio: as vias argelina e turca

In September 2011, I was part of a diverse group of Egyptian activists, from liberals to Salafis, which we set up for a single purpose: To persuade all candidates running in the presidential elections to commit to keeping the military out of politics for good. All but one candidate, the former United Nations diplomat Mohamed ElBaradei, signed up. When we sent a petition to the Supreme Council of the Armed Forces, asking them to make the same pledge -- to end military rule and hand over power to civilians -- they didn’t bother to reply. I’m telling this story to show how little regard Egypt’s army commanders have had for civilian politicians from day one. Now, citing demands from the people (and there is no doubt many Egyptians wanted a coup), the military, led by Defense Minister Abdelfatah al-Seesi, has deposed the country’s first freely elected president after just a year in office, and suspended the civilian constitution that 64 percent of Egyptian voters approved in December 2012. The generals will probably now appoint a committee to draw up a new constitution. The junta overnight voided 14 nationwide rounds of free and fair democratic votes. Six of these were for the lower house of the parliament; four were for the upper house; two were for presidential elections; and two were constitutional referendums. The winners were the same in every case, and some of them are now in jail. The losers were the same each time, too. These included ElBaradei, who on July 6 accepted an offer to become interim prime minister, only for it to be withdrawn after opposition from the sole Islamist party that supports the coup. Three Scenarios It is important to grasp all of this clearly, in order to understand the mind sets of the two groups of people who will determine Egypt’s fate -- the military and the Muslim Brotherhood. There are broadly three possibilities. One, the most hopeful and least likely, is that the coup will serve as a launching pad for liberal democracy in Egypt. For this to work will require the Muslim Brotherhood to acquiesce, return peacefully to the electoral system and then lose in the next election. It assumes, too, that the military will quickly oversee elections and retire into the background again, leaving the Brotherhood free to campaign and win re-election unobstructed. Given the deep sense of injustice on one side and the cynical approach to civilian politics on the other, this isn’t going to happen. On July 5, 36 people were killed in pro-Mursi protests in Cairo, and a day later militants blew up the pipeline that carries natural gas to Jordan. The second scenario resembles the experience of Turkey in 1997, when a group of generals from the National Security Council sent a memo to the country’s Islamist prime minister, Necmettin Erbakan, asking him to resign. Erbakan obliged, and arrests and mild repression followed, including the closing of the Welfare Party and the jailing of Recep Tayyip Erdogan, who was then mayor of Istanbul and a member of the Islamist party. Turks, who have considerable experience with coups, call that one “postmodern” for its relative gentility. Parliament wasn’t dissolved, the constitution wasn’t suspended, there were no tanks in the streets, the army stayed in the background, and the renamed sons of the Welfare Party were allowed to run in the next elections. One of them, the Justice and Development Party, won in 2002 and remains the democratically elected government today. The third and most disturbing possible outcome for Egypt is Algeria in 1992: a harsh crackdown on elected Islamists by the military, followed by a vicious civil war. Red Lines One reason to hope Egypt won’t follow that path is that Egypt’s military hasn’t yet been threatened. After the fall of President Hosni Mubarak in 2011, the army had three red lines to protect. It needed a veto in high politics, such as the relationship with Israel, and immunity from prosecutions in civilian courts. It also required security for a commercial empire that features preferential customs and exchange rates; no taxation; land-confiscation rights (without paying the treasury); and a virtually cost-free labor force of conscript soldiers. This is a black hole in the formal economy that by some estimates accounts for 20 percent to 40 percent of Egyptian gross domestic product. Mursi met all of these demands, either verbally or by writing them into the constitution. Earlier this year, army officers told me that this contract has held good. This is the opposite of how Algeria’s Islamic Salvation Front approached cohabitation with the military. In 1990, the front declared that once in power, it would hold Algeria’s generals to account for corruption in the oil industry. When the front won the first round of parliamentary elections in December 1991, the generals seized control and canceled the second-round vote. In the civil war that followed, casualty estimates range from 150,000 to 250,000. So far, Egypt’s coup matches none of the above. The generals and the Muslim Brotherhood have acted less aggressively than their 1990s counterparts in Algeria. At the same time, events have been less “postmodern” than in Turkey. Mursi didn’t obligingly step down when asked, and the military suspended the constitution. Troops were sent into the streets, leaders of the winning party were arrested, their homes were searched, and some pro-Mursi protesters were shot. It remains possible that the Muslim Brotherhood will be declared illegal. Which scenario plays out, Algerian or Turkish, depends on what the two sides do next. In Algeria, full-fledged civil war didn’t begin until September 1992, nine months after the army annulled the elections. If al-Seesi and his junta behave like Khaled Nezzar, the Algerian defense minister who deposed Algeria’s reformist president in January 1992 and formed a military junta, violent confrontations are likely to follow. Turkish Route There is another Turkish scenario: the 1980 coup of General Kenan Evren, who is currently on trial in Turkey for his actions, more than two decades later. As in Egypt today, Evren’s coup was genuinely popular among swaths of the Turkish population, but it quickly turned sour, producing a terrible constitution and widespread abuse of human rights. Evren’s intervention caused a 20-year setback for democratic progress in Turkey. It was beyond imagining to see Tahrir Square, a place that in 2011 symbolized the struggle for Arab democracy and freedom, cheering the end of a democratic process and annulling the votes of millions of Egyptians last week. On July 3, 2013, Tahrir didn’t celebrate an expansion of liberty, but the exclusion of one part of the Egyptian people by another. Na semana passada, todos fomos confrontados, de forma inesperada, com uma grave crise política. Os efeitos fizeram-se sentir de imediato no aumento das taxas de juro e na deterioração da imagem externa de Portugal. Desse modo, os Portugueses puderam ter uma noção do que significa associar uma crise política à crise económica e social que o País atravessa. Num quadro desta gravidade, impõe-se que todos atuem de forma serena e ponderada, avaliando com bom senso e sentido de responsabilidade quais as soluções que, pela sua credibilidade e pela sua consistência, melhor servem o interesse nacional. Esta crise política é diferente de todas as outras que Portugal conheceu no passado. Ocorre num momento em que estamos vinculados a um exigente Programa de Assistência Financeira estabelecido com a União Europeia e com o Fundo Monetário Internacional, instituições que nos têm vindo a emprestar os recursos necessários ao financiamento do Estado. Assumimos o compromisso de pôr em prática, até junho de 2014, um conjunto de medidas visando a redução do desequilíbrio das contas públicas e a adoção das reformas que garantam a melhoria da competitividade da produção nacional. O Programa de Assistência Financeira permanece em vigor, sendo a sua execução rigorosa uma condição indispensável para a nossa credibilidade no plano externo e para a obtenção dos financiamentos de que o País precisa. Em face da perda de credibilidade e de confiança gerada pelos acontecimentos da semana passada, diversas vozes, de vários quadrantes, têm considerado que a atual crise política só poderá ser ultrapassada através da dissolução da Assembleia da República e da convocação de eleições antecipadas para finais de setembro. Ouvi os partidos políticos com representação parlamentar e os parceiros sociais, que manifestaram opiniões muito divergentes sobre esta matéria. No momento em que Portugal atravessa uma das fases mais críticas da história do seu regime democrático, é meu dever, em primeiro lugar, esclarecer os Portugueses sobre as consequências da realização de eleições antecipadas na conjuntura que vivemos. Falta menos de um ano para o fim do Programa de Ajustamento a que nos comprometemos com as instituições internacionais e que temos vindo a executar desde junho de 2011, com pesados sacrifícios para os Portugueses. Iniciar agora um processo eleitoral pode significar um retrocesso naquilo que já foi conseguido e tornar necessário um novo programa de assistência financeira. Os sacrifícios dos Portugueses, em parte, teriam sido em vão. Durante mais de dois meses teríamos um governo de gestão limitado na sua capacidade de tomar medidas e de defender o interesse nacional. Nas últimas eleições para a Assembleia da República, entre o anúncio da dissolução do Parlamento e a posse do Governo mediaram 82 dias. Por outro lado, os Portugueses devem ter presente que a realização de eleições antecipadas, mesmo se estas ocorressem no mês de setembro, implicaria que o Orçamento do Estado para 2014 só entrasse em vigor, na melhor das hipóteses, em finais de março do próximo ano. O Orçamento do Estado de 2014 e o momento da sua entrada em vigor são determinantes para que Portugal possa regressar aos mercados e obter os meios financeiros indispensáveis ao financiamento da economia e do Estado e para encerrar com êxito o atual Programa de Ajustamento. A falta de Orçamento do Estado agravaria, de forma muito significativa, o risco de Portugal ter de recorrer a um novo programa de assistência financeira. Este novo programa seria provavelmente mais exigente e teria condições mais gravosas do que aquele que atualmente está em vigor, com reflexos diretos - e dramáticos - no dia-a-dia das famílias. Além disso, não há sequer a garantia de que os parlamentos nacionais dos diversos Estados europeus aprovassem esse segundo resgate financeiro. Existe uma outra razão, que a generalidade dos Portugueses desconhece, e que desaconselha a realização de eleições a breve trecho. Em 2014 irão vencer-se empréstimos a médio e a longo prazo, que contraímos no passado, no valor de 14 mil milhões de euros. Ora, um dos nossos credores, o Fundo Monetário Internacional, impõe, nestas situações, uma regra: com um ano de antecedência relativamente à data de vencimento dos empréstimos, o Estado devedor tem de possuir os meios financeiros necessários para efetuar o reembolso. Em palavras simples: Portugal tem de assegurar, nos próximos meses, a totalidade dos meios financeiros para proceder ao pagamento dos empréstimos que se irão vencer em 2014. Por outro lado, a realização imediata de eleições legislativas antecipadas poderia comprometer a conclusão positiva da 8ª e da 9ª avaliações da execução do Programa, previstas para este mês de julho e para final de setembro, o que pode conduzir à suspensão da transferência para Portugal das parcelas dos empréstimos que nos foram concedidos. Um cenário de eleições legislativas, no atual contexto, seria extremamente negativo para o interesse nacional. A terem lugar proximamente, as eleições iriam processar-se num clima de grande instabilidade financeira e seria muito elevado o grau de incerteza e a falta de confiança dos agentes económicos e dos mercados no nosso País. Os sinais de recuperação económica surgidos recentemente iriam regredir e o investimento, que tão decisivo é para a retoma do crescimento e para a criação de emprego, continuaria adiado. Com o acentuar da incerteza própria de um ato eleitoral nesta conjuntura, seria difícil reconquistar a confiança dos mercados a tempo de concluir com êxito o Programa de Ajustamento, em junho de 2014. O risco de termos de pedir um novo resgate financeiro é considerável. No caso de um segundo resgate, a posição de Portugal ficaria muito desvalorizada tanto na União Europeia como junto de outros países com os quais mantemos um intenso relacionamento económico. Além destas razões de ordem económica e financeira, existem também motivos de natureza política que desaconselham a realização imediata de eleições antecipadas. As eleições, se tivessem lugar já no próximo mês de setembro, processar-se-iam num clima de grande tensão e de crispação entre as diversas forças partidárias, como os Portugueses têm vindo a observar. Isso tornaria muito difícil a formação, após o ato eleitoral, de um governo com consistência e solidez. No momento atual, as eleições legislativas antecipadas comportam o sério risco de não clarificarem a situação política e, pelo contrário, podem contribuir para a tornar ainda mais confusa, mais precária e mais instável. Era da maior importância que os partidos políticos adotassem, desde já, uma atitude de maior abertura ao compromisso e ao trabalho em conjunto para a resolução dos complexos problemas que Portugal terá de enfrentar no futuro. Portugueses, Tendo exposto ao País o que penso da atual situação e as razões pelas quais considero ser indesejável a realização imediata de eleições legislativas, quero apresentar agora o meu entendimento sobre a solução que melhor serve o interesse nacional. No contexto das restrições de financiamento que enfrentamos, a recente crise política mostrou, à vista de todos, que o País necessita urgentemente de um acordo de médio prazo entre os partidos que subscreveram o Memorando de Entendimento com a União Europeia e com o Fundo Monetário Internacional, PSD, PS e CDS. É esse o caminho que deveremos percorrer em conjunto. Darei o meu firme apoio a esse acordo, que, na atual conjuntura de emergência, representa verdadeiramente um compromisso de salvação nacional. Repito: trata-se de um compromisso de salvação nacional. O Presidente da República não pode impô-lo aos partidos, até porque um acordo desta natureza e deste alcance só terá consistência e solidez se contar com a adesão voluntária, firme e responsável das forças políticas envolvidas. Terão de ser os partidos a chegar a um entendimento e a concluir que esta é a solução que melhor serve o interesse dos Portugueses, agora e no futuro. Com a máxima clareza e com toda a transparência, afirmo que esse compromisso deve assentar em três pilares fundamentais. Primeiro, o acordo terá de estabelecer o calendário mais adequado para a realização de eleições antecipadas. A abertura do processo conducente à realização de eleições deve coincidir com o final do Programa de Assistência Financeira, em junho do próximo ano. Em segundo lugar, o compromisso de salvação nacional deve envolver os três partidos que subscreveram o Memorando de Entendimento, garantindo o apoio à tomada das medidas necessárias para que Portugal possa regressar aos mercados logo no início de 2014 e para que se complete com sucesso o Programa de Ajustamento a que nos comprometemos perante os nossos credores. A posição negocial de Portugal sairia reforçada, evitando novos e mais duros sacrifícios aos Portugueses. Em terceiro lugar, deverá tratar-se de um acordo de médio prazo, que assegure, desde já, que o Governo que resulte das próximas eleições poderá contar com um compromisso entre os três partidos que assegure a governabilidade do País, a sustentabilidade da dívida pública, o controlo das contas externas, a melhoria da competitividade da nossa economia e a criação de emprego. É essencial afastarmos do horizonte o risco de regresso a uma situação como aquela que atualmente vivemos. Estou consciente das dificuldades políticas de alcançar este acordo, reconheço a dimensão do esforço que os dirigentes partidários terão de fazer, mas não tenho dúvidas de que ele constitui a solução que melhor serve o interesse nacional e que garante, a qualquer governo, as condições necessárias para enfrentar os problemas do País. Desde que exista, à partida, vontade e espírito de cooperação entre os partidos que subscreveram o Memorando de Entendimento, e desde que estes coloquem o interesse nacional acima dos seus próprios interesses, creio que não será difícil definir o conteúdo em concreto desse entendimento. Mais ainda, um acordo desta natureza não se reveste de grande complexidade técnica e poderá ser alcançado com alguma celeridade, podendo recorrer-se a uma personalidade de reconhecido prestígio que promova e facilite o diálogo. Darei todo o apoio a esse compromisso patriótico, na convicção de que ele irá contribuir, de modo decisivo, para a confiança externa e interna e será um fator de esperança para todos os Portugueses. Irei contactar de imediato os responsáveis dos partidos que subscreveram o Memorando de Entendimento para analisarmos a solução que proponho. Portugueses, Chegou a hora da responsabilidade dos agentes políticos. As decisões que forem tomadas nos próximos dias irão condicionar o futuro dos Portugueses durante vários anos. O que está em causa é demasiado grave e demasiado importante. A existência de um compromisso de médio prazo é a solução que melhor serve quer o interesse nacional quer o interesse de todos os partidos, que poderão preparar-se para o próximo ciclo político tendo dado mostras aos Portugueses do seu sentido de responsabilidade. Sem a existência desse acordo, encontrar-se-ão naturalmente outras soluções no quadro do nosso sistema jurídico-constitucional. No entanto, se esse compromisso não for alcançado, os Portugueses irão tirar as suas ilações quanto aos agentes políticos que os governam ou que aspiram a ser governo. Recordo que o atual Governo se encontra na plenitude das suas funções e que, nos termos da Constituição, como disse, existirão sempre soluções para a atual crise política. Contudo, os Portugueses devem estar conscientes de que nenhuma dessas soluções dará as mesmas garantias de estabilidade que permitam olhar o futuro com confiança igual à da proposta que acabo de apresentar. Depois de tantos sacrifícios que foram obrigados a fazer, depois de terem mostrado um admirável sentido de responsabilidade, os Portugueses têm o direito de exigir que os agentes políticos saibam estar à altura desta hora de emergência nacional. Acredito que as forças políticas colocarão o interesse nacional acima dos seus interesses partidários, até porque todos estão conscientes da gravidade extrema da situação em que nos encontramos. Quero, por isso, terminar manifestando a minha confiança no espírito patriótico das forças políticas e, acima de tudo, a minha esperança num futuro melhor para todos os Portugueses.

Bissau: o grande equívoco de Ramos Horta

"Meu caro Aly Silva, Antes quero manifestar-lhe toda a minha solidariedade nessa luta que é de todos os guineenses contra a ditadura militar vigente no nosso país. Faço parte daqueles que te admiram pela sua coragem e determinação em defesa dos valores e dos principios que todas as sociedades livres e democraticas comungam. É nesse quadro, que, como guineense, decidí escrever uma opinião sobre o comportamento que acho totalmente inadequado do Ramos Horta, na sua qualidade de RE do SG da ONU, agradecendo a sua publicação no seu blogue. Alta e fraternal consideração. Ramos Horta, representante do SG da ONU na Guiné-Bissau – uma total desilusão para os Guineenses – rendido aos militares golpistas e a famigerada CEDEAO. Como guineense que sou, tinha ficado satisfeitíssimo com a escolha do timorense RAMOS HORTA para representante do SG da ONU na Guiné-Bissau, não só pela experiencia acumulada na luta pela libertação do povo maubere então subjugado pela tirania dos indonésios, mas também por ter ocupado os mais altos cargos políticos no seu país durante os últimos anos. A instabilidade politica e social que reinou nos tempos que se seguiram a independência de Timor Leste dos indonésios é em tudo semelhante daquilo que a Guiné-Bissau tem vivido desde a sua independência, em que os militares se sobrepuseram as instituições politicas. Ora, tal como os indonésios foram muito maus para o povo maubere, porque durante o seu reinado os cidadãos timorenses perderam as suas liberdades fundamentais. O Senhor Ramos Horta foi exemplo de firmeza na luta que liderou no exterior para a defesa das liberdades fundamentais dos cidadãos timorenses e a sua independência face ao poder totalitário de então dos indonésios. Ele, Ramos Horta, sabe mais do que ninguém o valor da liberdade de um povo oprimido por um poder autoritário, brutal e violento. Ele foi forçado a viver no exilio durante muitos anos, porque o seu país estava ocupado por tiranos indonésios. Por isso, achei que a sua escolha seria perfeitamente ajustada a necessidade de defesa a favor do povo guineense, que ao longo de décadas está privado das suas liberdades por causa da ditadura militar existente na Guiné-Bissau, que transformou os militares, seus familiares e acólitos numa classe de intocáveis perante as instituições estatais em geral e em particular as instituições da justiça. O senhor Ramos Horta, no lugar de se colocar ao lado do povo guineense oprimido, ficou a defender aqueles que são os principais responsáveis da opressão na Guiné-Bissau, que são: a) Aqueles que matam e espancam os guineenses, b) Aqueles que violentam os guineenses; c) Aqueles humilharam e humilham os guineenses; d) Aqueles que são os responsáveis pelos crimes políticos na Guiné-Bissau; e) Aqueles que mataram Veríssimo Seabra, Nino Vieira, Lamine Sanhá, Tagme na Waie, Ansumane Mané, Domingos de Barros, Baciro Dabó, Hélder Proença, os doze cidadãos da etnia felupe naquela inventona de 12 de Outubro e tantos e tantos outros; f) Aqueles que raptaram e espancaram os Drs. Iancuba Indjai e Silvestre Alves; g) Aqueles que são os principais responsáveis pelo tráfico de drogas e armas na Guiné-Bissau; h) Aqueles que não permitiram a nenhum Governo e a nenhum Presidente da República terminarem o seu mandato outorgado pelo povo, através de eleições consideradas, pela comunidade internacional, de justas e transparentes; i) Aqueles que com o dinheiro do tráfico de drogas e armas construíram e constroem mansões e palacetes na Guiné-Bissau; j) Aqueles que jamais deixaram as instituições do Estado funcionarem dentro da normalidade e da legalidade e desrespeitaram sempre a vontade popular; Em suma, o Sr. Ramos Horta está, hoje, claramente a defender e a tentar proteger os militares golpistas, narcotraficantes e criminosos em detrimento do povo guineense. O Ramos Horta sabe que os cidadãos guineenses não gozam das suas liberdades fundamentais, porque os militares não deixam. Sabe também que nem o chamado governo inclusivo, seu primeiro-ministro, nem o presidente de transição nem mesmo o parlamento têm qualquer parcela de poder na Guiné-Bissau atual. O senhor Ramos Horta sabe perfeitamente que quem manda na Guiné-Bissau são os militares que agora defende e protege. Quem manda no país é o Sr. António Indjai, recentemente acusado formalmente de tráfico de drogas e conspiração pelas autoridades norte-americanas. Aliás, as declarações de Ramos Horta após o encontro com as chefias militares, onde depois de ter ouvido as ladainhas habituais destes, afirmou ter ficado de coração partido. Ele não ficou de coração partido com a violência exercida contra o povo. Não ficou de coração partido com as figuras assassinadas pelos militares. Não ficou de coração partido com os espancamentos de dirigentes políticos e vários outros cidadãos. Não ficou de coração partido ao ler os relatórios do secretário-geral da ONU, onde se reitera que há na Guiné-Bissau um medo generalizado do povo face a tirania dos militares. Não ficou de coração partido ao ler os relatórios da ONUDC sobre o envolvimento ao mais alto nível no tráfico de drogas na GB pelas altas patentes militares do país. Sintomático foi também a afirmação deste senhor, que os guineenses pensavam que iria defende-los face a tirania militar vigente, quando em entrevista ao jornal Público, disse que a comunidade internacional só acordou para a droga na Guiné-Bissau depois do derrube do Carlos Gomes Júnior. Sr. Ramos Horta, no mínimo, quando foi designado para o cargo que ocupa em nome do SG da ONU, devia ler os relatórios da ONUDC e ficarias a saber do ridículo em que caiu com aquela afirmação. O senhor Ramos Horta se escolheu defender os militares golpistas e narcotraficantes da Guiné-Bissau, não o faça com falsas conclusões. O Senhor Ramos Horta está a ser uma tremenda desilusão para os guineenses, mas também uma vergonha para toda a comunidade de língua portuguesa. Lembro, aliás, ao Sr. Ramos Horta que nos momentos difíceis da vida do povo timorense, o povo guineense, através dos seus representantes se bateram sempre em sua defesa. Em todo o caso, não vamos confundir o comportamento do sr. Ramos Horta com o povo timorense, porque este escolheu ficar solidário com povo guineense.
